Must admit I’ve never seen such a scroller either on C64. At least not in early 90s C64 intros. According to the original coder, Paninaro / Alpha Filight, this was his last code before going fully Amiga. (http://intros.c64.org/main.php?module=showintro&iid=2099).

Very slick intro, how is that done on c64? Animated font (stored as charset) or actually plotted to blank chars (like a DYCP for example)?
It was done like (most) DYCP – screen setup and drawing into charset row by row of font data.
